Belt
Turning this part into an independent unit is a good solution even from a practical point of view: the belt, as a rule, wears out faster than the "body" of the bag. It is also a chance to make the latter an all-season one: in the cold season, wear it on a leather strap, and closer to summer, “change your shoes” into something more interesting - like plastic or denim.
Coin purse
Rattling coins or leaving it as a purely decorative element is, in general, a purely personal matter. But the functional purpose will determine the location: it is better to hide a full-fledged wallet inside (although it is not forbidden to get it with or without), but the "dummy" can be safely attached outside.
